The takeaway from these LIS conditions are that Local Improvement Scheme roods are available to the public, that would not be surprising since the taxpayer pays for 90% of the cost of the road. Yet, the approach road which is a road and a public right of way as recognised and protected by Waterford City & County Council has a Private Property sign on it?????.
